About the site

Jardim Pantanal sits within the Jardim Helena district of São Miguel Paulista, eastern São Paulo. The unplanned settlement on the Tietê River floodplain experiences recurring flooding during the summer months because of inadequate drainage and water-management infrastructure. It carries the highest IPVS score (6), classifying it as a 'subnormal urban settlement,' and was directly affected by the 2025 Tietê floods. The Jardim Helena district as a whole has 135,000 residents across 9.1 km².
